Importing Samples/Advertising Materials into China


On April 16, 2009, customs authorities in Pudong, Shanghai implemented stricter import requirements for samples and advertising materials. The requirements are summarized as follows:

 

1. Non-Dutiable Samples and Advertising Materials 

Definition

  • Non-dutiable [declared value CIF (Commercial Value + Insurance + Freight charge) is under RMB400]
  • Samples and advertising materials only
  • Excludes license controlled commodities
  • Reasonable quantity

Requirements

  • The commercial invoice must clearly state the word “Sample”
  • The commercial invoice must list in full the quantity and name of each commodity
  • For clothes and cosmetics, a brand name must be indicated
  • Must be declared as CIF
  • Full name of the recipient is required

2. Dutiable Samples and Advertising Materials 

Definition

  • Dutiable [declared value (CIF) is in the range of RMB401 to RMB5000]
  • Samples and advertising materials only
  • Excludes license controlled commodities
  • Reasonable quantity

Requirements

  • The commercial invoice must clearly state the word “ Sample”
  • The commercial invoice must list in full the quantity, name and model of each commodity
  • For clothes and cosmetics, a brand name must be indicated
  • Must be declared as CIF
  • Full name of the recipient is required
